A duty-free registry built to attract foreign owners

Malaysia's clearest yachting story is the Langkawi International Yacht Registry, LIYR. Based at Telaga Harbour Park and run by the Marine Department, it is a fully open registry: 100% foreign ownership accepted, no local residency or ownership requirement, no physical survey required, and the yacht does not even need to be based in or visit Langkawi to keep its registration valid.

Grand Banks adds a manufacturing angle no other market here has. The Grand Banks 54 and its trawler siblings are built at the Grand Banks/Palm Beach factory in Pasir Gudang, Johor, operating since 1995, a genuinely local option, not an import.

Where to get a bigger refit done

Rebak Island Marina is Langkawi's default haul-out option, pairing berthing with a resort and its own boat-servicing yard. Heavier refit and engineering work for larger motor yachts is still often routed to Singapore or Phuket, though Puteri Harbour's Johor location gives reasonable access to Singapore's marine-service cluster across the strait.

Registration and the tax reality outside Langkawi

There is no nationality-prefix system here; LIYR issues a Malaysian-flag Certificate of Registry specifically for yachts, distinct from commercial-ship registration under the Merchant Shipping Ordinance 1952. Langkawi and Labuan both hold duty-free zone status: a yacht registered through the LIYR is exempt from the import duty, sales tax and service tax that apply on a mainland import; take the boat outside that zone and it faces standard duty plus SST.

Malaysia has no VAT, it runs Sales and Service Tax instead, 2026 standard rates of 8% service tax and 5% or 10% sales tax on most goods. RMCD guidance references a sales-tax exemption for ships and vessels under HS codes 8901 to 8908, but verify the exact yacht-specific treatment outside Langkawi's carve-out directly with RMCD. On fees, 2025 figures put LIYR's annual tonnage dues around RM380, plus a one-time registration fee near RM1,140 for vessels under 150GT, confirm the current schedule before budgeting. Labuan offers a separate offshore-structuring route; confirm specifics with a Labuan trust company.

Which boats suit this coast

The Grand Banks 54 is the obvious long-range choice, a semi-displacement trawler hull literally built in Johor, with the range to cover Malaysia, Indonesia and Philippine coastlines without a daily fuel stop.

For Langkawi's own archipelago, more than 100 islands within a short run of Kuah, the Axopar 37 is the fast, simple option, and the Jeanneau Sun Odyssey 440 is a common charter and private monohull in the same fleets. Owners based around Johor, closer to Singapore than Langkawi, more often step up through a flybridge motor yacht instead, the Sunseeker Manhattan 52 shows up regularly through Singapore brokers serving this tri-border area.
