Why publish the homework
Because tropical ownership punishes guesswork: a skipped haul-out, a misread duty rule or an illegal charter setup costs multiples of the advice that would have prevented it. Where rules are mid-reform, the guides say so with dates and name the authority to confirm with, exactly as we do on purchases and service files.
