Phuket's Charter Economy and the 2025-2026 Licensing Reform
Buyers range from Thai HNWIs and long-stay expats in Phuket and Pattaya to international owners who buy specifically to base a charter yacht against the Andaman Sea, Phi Phi, the Similans, Phang Nga Bay, or the Gulf of Thailand, Koh Samui. A March 2025 HBO series featuring a Phuket-based charter yacht reportedly drove a spike in inquiries within days of release.
Standard Thai registration falls under the Sports and Recreation category and restricts a boat to private, non-commercial use within roughly 15 nautical miles of shore. A foreign-flagged yacht historically could not charter for hire in Thai waters without re-flagging Thai. The 2025-2026 reform changes that: under a new Ministry of Transport framework, Royal Decree B.E. 2568, foreign-flagged yachts of 24 metres and above, down from 30 metres, can now take the Thai Charter License, carry up to 12 passengers, and operate commercially for one year at a time without re-flagging.

Phuket alone has four marinas worth knowing. Phuket Boat Lagoon was the island's first integrated marina complex, 173 wet berths plus hardstand for around 135 more vessels, home to Precision Shipwright Services, refitting boats here since 1997. Royal Phuket Marina sits next door with 350 berths to 35 metres, roughly 100 wet berths plus hardstand and dry stacks, 20 minutes from the airport. Ao Po Grand Marina runs 24-hour, zero-tide access closest to Phang Nga Bay's karsts, capacity for 300 yachts in water plus 100 on land. Phuket Yacht Haven is the other 24-hour marina, 300 in-water berths, taking superyachts to about 55 metres.
Outside Phuket, Ocean Marina Yacht Club in Jomtien, near Pattaya, is billed as the largest marina in Southeast Asia: roughly 380 to 450 wet berths, 40 hardstand and 200 dry-storage spaces. The heaviest refit work still concentrates at Boat Lagoon and the purpose-built Phuket Superyacht Shipyard, handling vessels to 65 metres LOA.
Import Duty, VAT and the Charter License Tax Break
Customs duty on imported pleasure yachts was historically as high as 35%, and is now widely reported exempt for this category. Given how recently that changed, verify the exact HS-code treatment and any residual duty with a Thai customs broker before you rely on it.
Standard 7% VAT still applies to a yacht's declared value on ordinary import. The 2025 charter-license reform changes that math if you plan to charter: a foreign-flagged superyacht taking the Thai Charter License secures its commercial operating license without paying 7% VAT on the full yacht value, instead paying 7% VAT plus 5% corporate income tax only on charter fee revenue earned in Thailand. Excise tax on vessels can run up to 50% of value generally, but pleasure yachts are now reported exempt too. Registration runs through Thailand's Marine Department; a foreign national can register a yacht 100% in their own name with a Thai address, though a foreign company cannot register a boat directly. Given the pace of change, verify the final figures with a Thai maritime lawyer.
